  12. After four years of arduous
  13. service marked by unsurpassed
  14. courage and fortitude, the Army
  15. of Northern Virginia has been
  16. compelled to yield to over-
  17. whelming numbers and resources.

  19. I need not tell the brave
  20. survivors of so many hard
  21. fought battles who have
  22. remained steadfast to the last
  23. that I have consented to this
  24. result from no distrust of them.
  25.   
  26. But feeling that valor and
  27. devotion could accomplish
  28. nothing that could compensate
  29. for the loss that must have
  30. attended the continuance of the
  31. contest, I determined to avoid
  32. the useless sacrifice of those
  33. whose past services have
  34. endeared them to their
  35. countrymen.
  36.   
  37. By the terms of the agreement, 
  38. officers and men can return to
  39. their homes and remain until
  40. exchanged.  You will take with
  41. you the satisfaction that 
  42. proceeds from a consciousness of
  43. duty faithfully performed; and I 
  44. earnestly pray that a Merciful
  45. God will extend to you His
  46. blessings and protection.

  49. of your constancy and devotion
  50. to your Country, and a grateful
  51. remembrance of your kind and
  52. generous consideration for
  53. myself, I bid you all an
